4-10 Demux selecting column, value for column is then clocked out to shift register, this allows an 8x10 led grid
Advantages - no flickering
Disadvantages - More wiring than considered humanely possible but ive made it.
This is the display connected to the PC displaying scrolling text.

The display can also be connected to a pic and a message scrolled
